How to Decide Which City to Enter Next in the GCC

GCC city skyline representing regional expansion planning

Choosing the next GCC city is not simply a question of market size. The right location is the one where customer demand, competitive conditions, operating costs and your ability to deliver come together. A disciplined comparison helps founders avoid expanding because a city looks attractive on paper.

Start with the customer, not the skyline

Define the customer segment you want to serve and the problem you solve. Estimate how many reachable buyers fit that profile, how often they need the product and what they currently use instead. A large population is not useful if your actual audience is difficult to reach or unwilling to pay.

Use interviews, sales conversations, search behaviour and small campaigns to test whether the need is active. Separate genuine purchase intent from general interest.

Compare cities using the same criteria

Demand and willingness to pay

Look for evidence of repeated need, realistic budgets and a clear buying trigger. Compare qualified enquiries, conversion rates and expected sales cycles rather than relying on broad market estimates.

Competition and differentiation

Map direct competitors, substitutes and the way customers solve the problem today. Identify a specific reason buyers would choose you: better access, a clearer offer, stronger service, speed or a meaningful local advantage.

Cost and delivery complexity

Estimate customer acquisition, staffing, rent, logistics, travel, support and compliance costs. Include the cost of serving customers consistently after the sale. A city with lower demand may still be attractive if it is materially easier and cheaper to serve.

Regulation and route to market

Check licensing, ownership, tax, data, employment and sector-specific requirements with qualified local advisers. Assess whether you need a local partner, distributor, marketplace or direct sales team, and how much control each route gives you.

Build a simple city scorecard

Score each candidate city against the same weighted criteria. For example, give demand and willingness to pay the greatest weight, then consider delivery economics, competition, route to market and regulatory readiness. Record the evidence behind every score and mark assumptions that still need testing.

Do not let a single high score hide a critical blocker. A city may look promising but remain unsuitable until a licence, partner or reliable delivery capability is in place.

Run a low-cost validation before committing

Choose one customer segment and one focused offer. Speak with prospective buyers, test a landing page or targeted campaign, and try to secure a small number of paid pilots or credible commitments. Where possible, deliver manually before investing in a permanent team or location.

Track qualified demand, conversion, sales cycle, expected contribution margin and the effort required to fulfil each sale. The goal is to learn whether the business can win customers and serve them profitably—not simply generate attention.

Make the decision explicit

At the end of the test, choose whether to enter, run another experiment, select a different city or pause. State what evidence supports the decision, what risks remain and what must be true before increasing investment.

The bottom line

The best next GCC city is not necessarily the biggest or most familiar. It is the market where a defined customer need meets a credible route to market and an operating model you can sustain. Compare cities consistently, validate with real buyers and expand only when the evidence supports the commitment.

GCC city skyline representing regional expansion planning
